Council Tax Benefit: Are You Eligible?

The Council Tax Benefit is a means-based benefit.  The amount that you are eligible to receive depends on your individual circumstances.  Council Tax Benefits help people with no or little income to pay their council tax bill in all or part.  The Council Tax Benefit is similar to the Housing Benefit as it is paid by the government and is distributed through your local authority.

It's worth noting that claiming Council Tax Benefit should not impact your entitlement to other benefits.

Are You Eligible For Council Tax Benefit?

Am I entitled to Council Tax Benefit?  You may be eligible to receive the benefit if your income and capital (including savings and investments) are £16,000 or below.

  Second Adult Rebate

You may also be eligible for the Second Adult Rebate if the person you live with is meets the following criteria:

  • Not your partner or civil partner
  • 18 or over
  • Not paying rent
  • Not paying Council Tax themselves
  • Has a low income
     
You may be eligible to receive the Second Adult Rebate even if you are ineligible for the Council Tax Benefit or you are only entitled to enough benefit to cover twenty-five percent or less of your Council Tax.  Your local authority will automatically check to see if you are eligible for the Second Adult Rebate.

Non Eligibility

You are not eligible for Council Tax Benefits if you meet these criteria:

  • Savings over £16,000 unless you are age 60 or over and receiving the “guarantee credit” of Pension Credit.
  • If you are an asylum seeker or sponsored person by the UK
     
Your income and savings will not have an effect on your eligibility for the Second Adult Rebate.

How Much Can You Claim?

You may claim your Council Tax Benefit at your local council.  They will require the following information:

  • Money you and your partner receive including earnings, some benefits and tax credits and occupational pensions
  • Your savings and your partner’s savings
  • Your circumstances including your age, family size, any disabled members of your family, and if anyone who lives with you could help pay rent.
     
The most benefit a person is eligible for is one hundred percent of their Council Tax bill.  If you are entitled to Income Support, income-based Jobseeker’s Allowance or the “guarantee credit” of Pension Credit, you may be eligible for the maximum amount of credit.

How Do You Apply For Council Tax Benefits?

If you are already claiming benefits, you should also receive a form to claim the Council Tax Benefit and Housing Benefit.  These other benefits that you must be claiming include:

If you do not claim any of these benefits you may pick-up a form for the Council Tax Benefit, Second Adult Rebate and Housing Benefit form through your local council.  The form is also available for download at the Department for Work and Pensions website.
